User-friendly menu organization & content presentation

Hypothetical example: Suppose you wanted to build a website providing information on vegetables. Based on your research, you find that the popularity of vegetables, from most to least, is carrots, tomatoes, beets, and kale. What would be the most user-friendly organization of the menu and content-presentation from top to bottom:

(1) Both based on popularity: Carrots | Tomatoes | Beets | Kale

or

(2) Both based on name : Beets | Carrots | Kale | Tomatoes

or

(3) Menu based on name, but content laid out from top to bottom based on popularity.

I'm inclined to say (1). What do you think?
